Best area to stay for diving and good beaches

What area of Costa Rica is best for good diving, good beaches to layout and walk, close to restaurants for a 7 or 8 night stay? We would probably want to do some excursions such as to a rain forest. Any good non all inclusive resorts in that area - approximatley in the 2000-2800 (hotel only) range for 2 people for 7 or 8 nigths?

Ocotal and Flamingo are probably your best bets for Diving and beaching. I know Flamingo better, and there are lots of hotel and restaurant options. A diver friend stayed at the Ocotal Beach Resort and he was very happy.

For diving I like Ocotal Beach Resort better than Flamingo. You may want to do 2 places, and then you could do the Flamingo area as well. They are not far from each other. Especially if you can drive the monkey trail. We stayed in Potrero, right next to Flamingo. We prefer it over staying in Flamingo, but could still go into Flamingo. That area is more quiet than Ocotal.
