Above ground the answer is absolutely, and you won't be alone. Downtown D.C. generally has good, wide sidewalks and walking paths. Just be sure to obey traffic rules and only cross at corners, as they do ticket for jaywalking from time to time.

As for Metro, yes there is an elevator at every station, but they are sometimes out of service and at some stations can be a bit challenging to find. Also during peak rush hour it can sometimes be challenging to find room on the train for an unfolded stroller. Because of both these issues, if you are in a position to bring a foldable stroller you might find you save yourself hassles here and there. But if your stroller doesn't fold you should still be OK most of the time.

There are elevators at all metro stations, however, you are better off with the lightest, smallest stroller you can manage since it's sometimes hard to find the elevators or they aren't working. Also, when you go into the museums, sometimes you have to walk all the way around the building to get to the accessible entrance. You're better off with an umbrella stroller that you can easily fold up and carry up some stairs when necessary.

I third the recommendation to bring a collapsible/umbrella stroller. If you don't, please be prepared to maneuver it out of the way so that people can exit the subway car.
