Not sure how you define "nice," but on most days (traffic depending) 3 hours will get you to the Maryland and Delaware beaches. Ocean City, Dewey, Bethany, and Rehoboth are all popular. They tend to attract different crowds (some more popular with families, college kids, adults without kids, etc. etc.), so you may want to read up about the different places on the Maryland and Delaware forums. Three hours will not get you to any of the Virginia beaches.

Just past your 3 hour limit is Assateague Island National Seashore (http://www.nps.gov/asis/index.htm) and Chincoteague National Wildlife Refuge (www.fws.gov/northeast/chinco/index.html). Another option is Westmoreland State Park (www.dcr.virginia.gov/state_parks/wes.shtml) on the Potomac River about 2 hours from D.C.
