Border Control question - JFK from London

Hi, I live in US on a L2 Visa and am travelling from Heathrow to JFK with my mother who is British.

I have an L2 Visa and my mother has a British Passport. Will we be able to go through border control together?

Will she get an ESTA or will she be going for a regular 90 day tourist visa? She can;t get into the country with just a passport - in fact, they wouldn't even let her on a plane leaving London.

She can easily get an ESTA online for $14 from the US State Department website as long as she doesn't have any disqualifying factors (criminal record, travel to unapproved countries on her passport etc) - most people do qualify and it takes only a day or two.
