If it's purely for the geothermal activities then Wai-o-tapu, if you want to experience Maori culture too then it's definitely Te Puia.

Lady Knox geyser (Waiotapu) plays at 10.15 a.m. daily so you should arrive there by 9.45 to purchase your ticket and drive back a short distance to see the geyser.

Pohutu and Prince of Wales geysers at Te Puia play intermittently and what kind of display they give depends on the weather.

It really depends on your timetable and as Zappers wrote,the experience you are looking for...purely geothermal or culture plus geothermal.

You can visit Kuirau Park in central Rotorua and see a steaming lake and mud pools for free.
