Depends on opinion.

You have to visit in the early mornings before the mist and fog set in. There are also nice views in Haputale and Ella.

We have. HP is great if you want to see more than World's End. The cold tropical plains, Baker's Falls, etc. etc. If it's only for the vistas a simple town walk around Haputale is almost as good; and places like Little Adam's Peak (Ella) or Lipton's Seat (now not free anymore) are as good vistas as World's End, in our opinion...

All the best,

I have visited both. You have many nice vistas in Ella and from the drop in Haputale you can see the whole southern plains (Udawalawe NP) and all the way to the south coast on a clear day.
