The special with one icon (the gondola) is just for the mountain cablecars.
The one with the two icons (the gondola and the bus) covers the whole public transport in the valley including local bus, postal bus and trains. It even allows you to go as far as Alp Grüm on the Bernina Line and of course all the cablecars.
The one with three icons (the gondola, the bus and a star) in addition to above allows an excursion to Soglio, a nice small hamlet on a sunny terrace above the romantic Bregaglia valley.
To answer your question concretely: the Kronenhof offers the moutain cablecars, whereas the Sarath the public transport (trains and buses) as well.
Both are excellent hotels and in a great location.
