We are coming for a week January 12th. My husband is obsessed with seeing this blue twilight. Will we be able to see it at this time?

The blue light hours last longer around winter solstice than around equinox, so you picked the right time. You're visiting Tromsø? In that case you'll have four blue light hours a day, separated by some dusk around noon.
