Will be in Soldeu in February, just wondering if the village is snow covered? (thinking of footwear!)

It CAN be - or it may be blue skies and sunshine by day!!

Check the weather just before you go. Folks usually wear "normal" shoes/boots around the village unless there is heavy snowfall but sturdy shoes/boots that you would wear at home is ok. You will have warm outerwear to combat the cold air.

But the weather is unpredictable. Last year was a vintage one with the heaviest snowfall in living memory over tge whole season. So who can predict? Enjoy it.
