If you just need to get to Inari/Saariselkä, there are decent bus connections, but it will be safe to drive also. Little caution still - as temperatures vary it might be slippery from time to time in November. It's much better when it's constantly minus temperatures, but November is still early winter.
But slippery parts are usually in towns (traffic lights, crossings, intersections etc.), main roads are generally in good condition and cleared of snow almost instantly. Just double or triple your braking distance when approaching lights.
Roads are also easy (read: boring) to drive. No surprises, not twisty and quite flat. And all rental cars have good winter tyres on.
