Only 4 hours in Lisbon

We will visit in September on a cruise ship. We will probably have about 4 hours to visit. I believe a shuttle will take us to the Comercio area. Will we have enough time to visit the Tower of Belem and Monument of Discoveries? If so, how best and quickest to get there and return? Or would we be better to simply walk the downtown area? Only 4 hours and we do not want to miss the ship. The time will be 12:30-16:30. Thank you for any info/advice.

Belem is relatively close to Praca do Comercio, only 15 minutes away by taxi - if you are pushed for time then its not worth fighting to use public transport and waiting around as taxis are so very cheap here. Shouldn't cost you more than 5-6 euros from here to Belem (each journey)

4 hours should certainly be enough to head for Belem and visit the Torre, Monument and don't miss out of the Jeronimos Monestry just across the road. The famous home of the Pasteis de Belem pastries should also be a pit stop for you. All of the above relatively close by.

Alternatively, down town is also a good choice and from Comercio you have the Baixa street grid and Chiado both within walking distance. There is the Santa Justa Elevator and the beautiful Carmo Ruins (one of my favourite spots in Lisbon is Carmo Square directly outside here) You could probably also head up towards the castle on Tram 28 which from here is only 10 minutes away and offers spectacular views of the city.

A difficult choice as you won't have time for both!
