As regards Brussels:

1. Dunno, try googling Brussels with children or go to the Brussels forum and look at "things to do" in the list on the left-hand side of the page (under "More on Brussels") and see what you think is appropriate.

2. There are only a few hotels in Brussels with swimming pools: the Sheraton at Place Rogier, the Renaissance at rue de Parnasse and the Radisson Blu EU in the same area (these last 2 in the fitness centre); there is also one in the Aspria fitness centre below the Conrad Hotel, but I doubt that it welcomes children. Being designed for fitness swimming, I also doubt that they are heated. You could consider staying at a hotel near Heysel metro station, which is virtually next to the Oceade waterpark (http://www.oceade.be/en/index.php) e.g. Alliance Hotel Brussels Expo.

3. Nothing, unless you count fireworks just before midnight, which are set off from the Mont des Arts (Albertine Gardens, below Place Royale). To see these from the Sheraton you would need to ask for a room facing South rather than North; from the Radisson EU, facing West (which is perfectly possible) and from the Renaissance, also facing West - though I'm not sure if this would be possible there given that the bulding is oriented North/South. If you would be viewing the fireworks from the Grand' Place, watch out for stupid youths who think it's funny to set off firecrackers next to people.

4. Shops and museums will be closed, although the Atomium is open every day of the year. With the exception of the ski slope, the Winter Pleasures events will still be on, that is open-air ice rink and a couple of fairground rides around St. Catherine metro station, market stalls around there and Bourse, and Electrabel Nights sound-and-light show in the Grand' Place every half-hour or so from 16:30. This is for last year: http://www.brussels.be/artdet.cfm?id=4952
