Are there guided tours of the EU spaces, including European Court of Justice? How do I arrange for them?

The European Court of Justice is located in Luxembourg, not in the Netherlands. Guided tours are only available for group tours (7 or more), not for individual visitors. Individual visitors can attend hearings, though. Information: curia.europa.eu/jcms/jcms/Jo2_7019/#visiteurs

You are probably confused with the International Court of Justice, which indeed is in The Hague. You can visit the visitors centre, join a guided tours (infrequently), and attend hearings. See www.icj-cij.org/information/index.php… and www.vredespaleis.nl/index.php…

The only European Union Building in The Hague is Europol, but you won't get in :-))

Not strictly true Ton, there's Eurojust as well :-) You won't get in there either !
