1. Re: Fastest train from Rome airport to Cortona ?

1. There is a train station at FCO airport. You have to change trains in Rome, and usually also in Foligno or Arezzo.

2. The cost depends on the kind of train you take and for some trains how far ahead you book.

3. The time depends on the kind of train you take.

You can get train times and costs from www.trenitalia.com clicking on the UK flag to change to English, setting the "hour" to early in the day and using the Italian names for towns (Fiumicino aeroporto to Camucia-Cortona).

Regarding point no. 1: I'm sorry, Sidneynick, but the "Interregionale" trains Roma-Firenze have a stop in "Camucia-Cortona" station. (2h15 train ride) , so a train change after Rome isn't compulsory.

The issue has already been discussed in this recent post

I said "usually". This would indicate that some journeys do not require a change.
