Will be flying into Milan then to Varenna. Is there a place to buy a phone card for public phones at the airport?

Yes. In the arrivals section of Malpensa, there's an Itineris newstand/shop between arrivals area A & B (walking from A, where you'll probably exit from, it will be on your left) that purportedly sells them. Just ask for a "scheda (SKAY-duh) telefonica" for whatever amount you need (they come in 1, 2.50, 3, 5, 7.50 & 10 Euro denominations, although they won't always have every amount on-hand).
