The Tiber boats are well below the banks, so no, you won't really sightsee. The commuter boats are a nice alternative to taking a taxi if you happen to have good timing. You cover ground pretty quickly. You wouldn't want to do this more than once. Also, you could have dinner and a cruise in the evening, which can be romantic, but no, you won't see much. You will get lovely views of distant domes, famous bridges and the pretty Tiburina island.

Do not waste your money on a river cruise on the Tiber. We went on one and were totally scunnered, the banks of the river are built up with 50 foot walls and you can see nothing. Rome is fantastic and if you want to see the river then have a drink at one of the bars on the riverside.

The River boat service is an excellent, and cheap, way of travelling through Rome - quicker than buses and cheaper than taxis. I would agree, however, it is not a particularly good way of sightseeing as you can be some distance from sights and they do tend to be above you.
