I'm not a runner but I see a lot of people jogging in the Villa Borghese. It's a large, beautiful park with limited or no traffic.

The Circus Maximus is a large dirt/grass track that seems to be popular

Villa Borghese is beautiful. Circus Maximus is popular, but more of a track. I'd run through Borghese!
