As safe as can be. Rather pleasantly uncrowded because so many worried tourists cancel their bookings.

The worst flood is over and the water level is going down. A few areas by the river are still flooded but these are blocked off and they won't let you into those areas anyway. The other 95% of the city, including more or less everything that is of interest to tourists, is dry and snug and "business as usual". You won't be able to take the usual Canaletto view photo from the opposite bank of the Elbe and river cruises won't be running while the water is still high, that's all you'd miss. The city now needs every Euro a visitor would spend...

Hi! This is a lil bi off-topic but about Dresden.

Any suggestion on a MUST-SEE in Dresden?

Am travelling solo from Berlin in Sep'13 (hopefully the weather would be kind to me, at that time)
