Witney shuttle is only good for travel from villages north and west of the City - not from Oxford itself (and it isn't that cheap!!). As previous posters have stated the Oxford Bus is the logical option - and has the benefit of also having pick up points in Headington and the Thornhill Park and Ride.Edited: 8:35 am, May 20, 2013
The Witney Shuttle isn't that good a way of getting between Heathrow and many of the towns and villages in West Oxfordshire. It's slower, pricier and a great deal less frequent than the bus or train for most Oxfordshire destinations - and downright hopeless for central Oxford.
As always, horses for courses. If you want to get from Heathrow to central Witney, the £58 a head is fine. But the £48 to Oxford is terrible value for a far worse service than the bus

Whitney shuttle is also expensive, might as well get a regular taxi like M40 cabs.
Although not direct, the HEX to Paddington and then another train to Oxford might be considered. The transfer at Paddington is easy.
