Black cabs will be at the ranks at all Heathrow terminal buildings and available for travel to central London. Fare after 2200 could be about £45 - 60. The Underground will be quite safe later in the evening, and the walk from St Jame's Park station to your hotel will be through quiet-ish roads but not unsafe - New Scotland Yard is nearby, in any event. If you choose to alight at Green Park and take a taxi from there you should have little trouble hailing a cab in that busy stretch of road.

If you're prepared to pre-book a car service, that will be less than a black cab from the rank.
