Bus and underground congestion

Are buses and the underground proportionately crowded during peak times?

You know when you are on a train, you have a empty seat beside you and you dont really want anyone to sit there, but someone always does. Well to stop this, when someone aproaches, pat the seat to welcome them whilst winking at them...they will sit elsewhere!

The tube is surprisingly courteous. I'm at a stage that's constantly offered a seat. Less so on the bus.
