Something to think about is the comparative regularity with which tubes v Heathrow Express depart this can impact overall journey time.
I'd take the tube, and no a taxi is unlikely to be quicker
Taxi is likely to be quickest, maybe 40 minutes. A black cab could cost £80+ and you may have to queue for one. A prebooked car service will cost half that, and will be a fixed price.
Heathrow Express will be the quickest way by public transport, maybe 30 minutes to Paddington including the wait for the next train. Fares may exceed the car cost if there's more than one of you. You can walk from Paddington to Queensway in 15 mins, or take a short cheap cab journey.
Black cabs can use bus lanes, but they can still get stuck in traffic. Bear in mind that the HEX only runs every 15 minutes - it's annoying if you just miss one.

We went to Paddington with the H express then an 8 pound cab ride to the hotel.
