You might be lucky, but you will more likely get Oysters in Whitstable, as that is what it is famous for.

Cooked Oysters (yikes sacrilage) are even better than mussels IMO, but fresh Oysters are something else!

I had very good mussels at the Birdie's restaurant in Whitstable.But if you really want to have your fill of mussels cooked in many different ways try Café Belge in Canterbury. It is their specialty
