I haven't been to or through Jianca for several years, but there are certainly buses going from Xining (I think from the bus station opposite the old train station, but there might also be some from the one near XinNing Square). There should be change from RMB100 for a ticket; time anything from about 4 hours upward, depending on stops, road conditions, check points. A jeep could do it in 3 hours, depending on where in the county you are going.

A word of caution: I don't know when you are planning to go, but no outsiders were permitted past PingAn a couple of months back without authorisation from the PSB, the county government and their danwei. Checkpoints were in place, and manned. The local situation is still VERY sensitive.

Public buses are always there, just ask staff in your accommodation when in Xining. Hiring a car costs 700-1000 RMB per day for most region in west China depending on different viechle type.

Situation in Tibetan region is intricate. Foreigner are not welcomed by government. You take great risk being banned unexpected by any checkpoints on way into all Tibetan points (especially not touristic involved) of Qinghai, Gansu and Sichuan.

BTW, to overseas friends visiting China, there is a basic & top thing before planning local transportation, also on top of the Tibetan factor:

China are divided into two parts for foreigners. The open part and the non open. A great number of areas nestled deeply in west China are the those not open. To visit those places you firstly need to obtain a permit called Alien Permit from PSB after going through a cascade of procedures by other government organs. OTW, you are illegal and expected to be prepared for unknown things.

I visited Repkong / Tongen for 3 days last summer, no restrictions of any kind at all. It took a few hours by Land Cruser from Xining. Road is good, any taxi would do.
