At its low speeds, even if it derailed, there would be unlikely to be much damage.
It's now been running uninterupted for some months but I reckon many Filipinos, let alone foreigners, do not know it has resumed operation.
The easiest and best located PNR station at which to buy tickets is Pasay Road, not the rather 'remote' Tutuban terminus.

However the official Philippine National Railways site (which is often not quickly updated) does not make any such claim, suggesting instead that due to typhoon or storm bridge damage, the line is still closed beyond Binan, Laguna:

Actually they are pretty well updated (daily). I wrote my query on Bicol express and they promptly responded (Sorry - the train is still not running) I think someone in the PNR office is perpetually on his / her ipad monitoring this page!
Sadly all they seem to be doing recently is getting couples to click photos with their trains in the background!
