You can get both rental cars (usually) and taxis at the airport when you arrive in Whitehorse.

If you get no response from car rental companies by booking online, try emailing them directly. Driving Force never receive my online request but they responded quickly to my emails.
Budget has a location at the airport.. I just did a "dummy" reservation on Budget's website and had no problem.

You'll want to have your car booked in advance as there aren't always workers at the counter. If you have it booked with a certain pick up time though, there should be someone there. Also, without a car rental, it really limits what you get to see in and around Whitehorse. Good luck!
I prefer renting from Driving force. Also if you take a taxi to the office just down the road you can avoid "from the airport daily fee's" Depending on how many days your renting for you might save. Also there are free hotel shuttles from the airport.

oh I guess I'm late to the party :) glad it worked out for you . And once you are in your hotel Whitehorse is a really nice walking city--several really good museums in town and the walk along the Yukon River is very nice---and there is a little trolly there too. Unfortunately,without a car you can't see Miles Canyon, which is absolutely gorgeous---maybe you could catch a taxi for that? The color of the Yukon River at that spot is beautiful beyond description :)) Oh, and also several really pretty murals painted on sides of many buildings in Whitehorse---have a good time.
