With 10 or 11 days you might see some snowfall in all 3 cities but less so in Toronto. Also much less snow on the grounds there than in either M tl or Qc.
As pe snowfall you are almost sure to see some during that period but you certanly don't want to be hit by a snowstorm but this is really hard to forecast.
Historical records suggest that, in the month of January, Montreal has 15 days with measurable snowfall. For the same month, Toronto has 11 such days. So, roughly 1 out of 2 days for Montreal, one out of three for Toronto.
The odds are pretty good.

Like JPD said, the odds are that it will snow.
Your biggest probability of snowfall would be Québec City. The further west of it you go, the less likely it is to snow.

I hope you did not initiate your trip in Toronto to travel further eastward, cause tomorrow should be a dream come true for you in Québec: 15 to 30 cm of snow are forecast for Québec City!
Same in Montreal. Tons of snow everywhere. Not easy driving though even for locals who are experienced. 100s of accidents.
