You need boots in Quebec until at least April. We currently have dry sidewalks in Montreal but are expecting 1 foot of snow this week...Edited: 4:09 am, March 09, 2013
I forgot about cross country skiing: It might be a little bit less ideal to ski crosscountry. Best thing would be for you to call your hotel the day before your departure to see if it's still a possibility.

To give you an idea, the Mont-Ste-Anne ski resort (off QCity's limits) is always the last one to close in the province ... at the very end of April. So you should be able to go cross country skiing when you come. But it is hard to predict with certainty, since we are experiencing a much warmer winter than usual, and right now there is way less snow than there normally is on the ground, because of the warmth. March being very unpredictable, we cannot exclude the possibility of snow falls and even snowstorms - or the possibility that winter will be almost over by then. Last year the summer weather started in May, quite earlier than usual.
So yes, calling your hotels in Québec City and Montreal the day before your departure will give you the best idea, providing the person who you will speak with is aware of the snow situation where cross country skiing is possible.Edited: 12:40 pm, March 09, 2013
According to the National Battlefields Commission web site there are several km of groomed cross country ski trails on the Plains of Abraham in Quebec City. Depending on the weather conditions these are opened until the end of March. They also rent ski equipment.
On their web site there is a phone number to inquire about snow conditions.
