Hi wewafinest ~

Getting around Victoria is quite easy as the downtown is only about 1 sq km. It takes about 10-15 minutes to walk from one side to the other. If you wanted to stretch a bit further then maybe a 30 minutes walk. To get to Butchart Gardens, you could take public transit for about an hour one way, or you could take the CVS shuttle from the Inner Harbour in about 40 minutes. They will sell you the admission to the Gardens as well, but you are completely on your own at the Gardens and can take the shuttle of your choice back downtown., I wouldn't get a car unless you are visiting for 7-10 nights and then you might want a car for some of the days to get out of town on day trips.

Bringing a car will allow you a lot of freedom. Around Butchart Gardens there are wineries, butterfly gardens, then you could go out to Sidney for a stroll down the main drag to the ocean.

An hour north of Victoria is the fabulous Cowichan Valley with so much to see!

Unlike many BIG cities you will find parking affordable (Free at a lot of hotels and most B&B's)

Victoria is quite compact and you can see a lot without a car. Many of the hotels offer shuttle or complimentary pick up from attraction s.

Are you just coming for the day? Or an overnight? Even if you are staying for one night, a car would not be necessary, although walking around in March is risky - you could get some very nasty weather. There's plenty to see and do that is within easy reach on foot or by bus. If you were staying for longer, then you would regret not having a car to get outside of the city.
