There are a lot of options.

John's place is wonderful. Crowded and usually always a line up, which is a good sign. Very moderately priced and you can get something for everyone. Great brunches too:

Vista 18 has a great view of the city (on the 18th floor):

Just walk up Government and Douglas Streets and you are bound to find something suitable. There are so many restaurants to choose from.

My favourite is Ric's Grill - but not cheap.

Barb's Place is good, but I believe it's closed from October until April (outdoor tables). We just returned from Victoria (32nd trip). Our favorites for moderate prices and great food: Il Terrazzo, Ferris Oyster Bar, Don Mee, Beagle Pub, Bouchon and Gatsby Mansion's Sunday Brunch $19.95).

From my experience and as a local, Il Terrazzo is awful (extremely noisy, with bad food that are failed Italian-Asian fusion tries). Milestones is more for the view. For moderately priced dinner, Bistro Bon Rouge, Wild Saffron, Ferris Oyster Bar are possibilities. Noodle Box is ok for lunch (I find the noodles overly salty however). John's Place is great for breakfast. Don Mee's is ok for dim sum and lunch (it's about the best Victoria can offer for Chinese, sad to say). If you like Japanese teppanyaki, Japanese Village on Broughton is also popular and food is fine.
