It's a good hotel but not the most interesting of areas. Essentially it's on the most eastern side of downtown surrounded by government office buildings nearby an onramp to the Georgia Viaduct - a short-lived freeway of sorts. The area is safe but there are certainly more vibrant parts of the city to be located in (ie: hotels located on Robson Street or Davie Street, preferibly west of Granville Street).

As for Gastown, I personally don't find it the most interesting part of Vancouver, so don't base your location over this historic district. The area is fine to visit in the morning or afternoon, but it's not somewhere I'd recommend visiting in the evening, simply because the shops are shut down and the dining options are limited.

If you're interested in a bus tour, the best bang for your buck would probably be the hop-on hop off buses, like Big Bus, Gray Line Double Decker or the Vancouver Trolley Company. They all offer 2 days of travel on their downtown loop where you can stop off at the main attractions. The buses come every 20 minutes, so you can get on and off the bus as you like. They're all narrated but Big Bus uses pre-recorded narrations while Vancouver Trolley and Gray Line have their bus drivers use live tour guides. It's about $33 per person.
