You should be able to negotiate for about 150 pesos an hour for a taxi, but that's just for someone to drive you to where you want to go, with no guarantee that there will be any "guiding". You can get a taxi to the coast for 2000 - 2500 pesos, at least that was the going rate about a year ago. Taxis don't pickup in the airport but special vans and cars do, licensed by the airport authority. You can get a private van / car or a collectio which is cheaper. There are basically two fares depending on where you're going to be going (where the hotel is located). You can walk out of the airport to where taxis are permitted to pickup, but for tourists with luggage it's really not worth it. The rates at the airport are fixed so there should be no concerns whatsoever. Taxis in the city sometimes use their grid of fares to determine fares, but best to ask how much to where you're going, get an acceptable price (they shouldn't vary by too much), and off you go.
