You would have to do this in the US prior to your arrival on TCI.

We bought some liquor at the Phila. airport Duty Free and they wrapped it and told us we would be handed it when we are at the gate to board. As we entered the walkway to the plane after showing our tickets a gentleman was standing beside a table that had the duty free purchases lined up and we handed him a receipt and he gave us our purchases. We also purchased some at the Graceway IGA and the price was not much more than we pay at home. Beer was another story though.
