Can a person holding a Canadian resident card travel from St.Lucia to Canada without a passport..

No. Passports are required by both countries for entry from foreign countries. You would need a passport to fly from St. Lucia to Canada. A resident card is not enough. I would suggest directing your questions to the Canadian authorities also as this is a travel site and not an official government info site.
