Yes. There will be taxis on site which pay for that privilege. If so included, you can walk beyond the entrance and find a cheaper taxi.

There are two kinds of taxis: charter taxi which will carry you and your party from A to B without picking up other passengers; the fare is a negotiation. The other form of taxi is called a route taxi which is like an unscheduled bus; it operates between location a and location b and then turns around. It picks up and drops off passengers all along the route. The fee for transport is set by the government and is applied per person. Sometimes route taxis become very crowded and travel time is very unpredictable.

There is a much closer PADI drive facility that the onsite watersports folks have a relationship with. This outfit is only 5 minutes away.
They are called Jamaica Scuba Divers ( http://www.scuba-jamaica.com ); they are based at the FD Resort which is adjacent to Jewel Runaway Bay. Dressel Scuba Divers' base is about 5 minutes away. They are the outfit that does the on site scuba introduction, too.
Now, if you really want to use the outfit based at the Iberostar Rose Hal: Dressel Divers ( https://www.dresseldivers.com ), the one way distance is about 30+ miles which is about, as you wrote, a 45 minute drive. I would guess the cost would be some US$45-$60 one way.
