Seaweed conditions can change day-to-day...what it's like right now isn't a reflection of what it will be like at the end of the month, and what it's like at one resort might be completely different compared to another one a couple miles away. It's all up to mother nature. Most resorts assign diligent workers to clean the beach on a daily basis.
Yes seaweed changes all the time. there will be less of it on the Caribbean side of the island like Bayhibe

We have just come back from be Live on Bavaro beach and there was a massive wall of seaweed on the first day! However it was soon cleared and was clear for the rest of the holiday. I think it depends on location, hotel and time of year. However it doesn't spoil the holiday as the beaches are still gorgeous
We vacationed at Dreams Palm Beach from August 11th-14th and the beach was horrible. The water is brown from all the dead seaweed and it smells. Hardly no one was on the beach, we were all at the pool. The resort is great and the pool is beautiful but we also came for the beach. If you can't change your plans, I highly suggest taking a tour to Saona island. The Caribbean sea is connected to that side and it is beautiful. Blue water of all shades, minimal if any seaweed, but this seaweed is alive and normal at intervals in the water. The sand is gorgeous. I am glad we took the tour.
