TSA are Lotions considered liquids?

I will have one carry on bag for an international flight. I have already purchased several tubes of sunscreen, insect repellent, cortizone ointment, toothpaste, shampoo, etc. All are 3oz. or less. Aquaphor ointment is only .35oz. All of them will not fit into a single one quart plastic bag, maybe two quart bags will do. I bought all of this stuff in small containers to save money and be sure I have what I need.

Will I get through TSA with this stuff ? Or do I have to check a tiny suitcase to get these lotions, ointments to my final destination(Africa)? Is a tube of lipstick considered a lotion? Really? Yes I understand why this restriction is in place, but can two one quart bags work?

It's one bag per passenger although I know some break the rules and take 2 bags and gels like lipstick are treated the same as liquids.

It is only one bag per person with a max of 1 litre contents. Lipstick, lip balm, mascara etc are all classed as liquids.

I never put lip balm in my ziplock and not once had a problem with it in my handbag. Mascara yes as its obviously a liquid.

Lip balm as in a solid stick like lipstick.

I've been told twice to put mine in my hand luggage. I generally fly from Manchester and their website actually states that lipstick is a liquid.

Same here from BHX, BFS, MAN and EMA in recent weeks, lip balm not been questioned.

One quart bag in the US per person to get through any TSA check point. Taking two is not an option. If you have too much for one bag, the rest needs to go in checked luggage.

I've never had a problem with lip balm. Usually I leave that loose in a pocket of my jacket or bag. Everything else you listed sounds like a liquid and would need to go in the quart bag.

Can you not buy sunscreen and insect repellent at your final destination? Maybe bring a little less of those if you have more than one tube and buy more when you run out.

I've flown into and out of Manchester (last was in 2012) and never had a problem with lipstick and lip balm in my handbag.
