Airlines make money off pet fees, so this is just a way to kick a (tiny) portion of it back to the customer in points. Just marketing.

Musicians that buy seats for their instruments set up frequent flier accounts. I'm sure there are plenty of cellos out there that have top tier elite status.

Pets in Australia don't get to fly in the cabin, period. I think FF miles for pets is cute - particularly if they fly freight often.
