Vueling "seat locked in"

I know this is a naive question, but I don't want to make assumptions and end up being mistaken - please, what does this term "seat locked in" mean on the Vueling seat selection option? Does it mean that the seat cannot be moved back into a reclined position? Or does it just mean that the seat is subject to a special reservation? Thanks in anticipation of a kind answer ;-)

I suspect it means the seat is already taken or something like that. I have flown a few times with Vueling and I think the seats do recline but the seat pitch woud mean the person behind you eating your hair.
