So basically im going to france in 3 weeks tomorrow the 31st and i need a passport... If i book an appointment do you think it will be in time? I really need to go on this trip ...

It depends on whether you're renewing an existing passport, or applying for a first adult passport.

I renewed my passport last June at the Glasgow office and due to time constraints chose the expedited process. I had the option of same day or 1 week service. I chose the 1 week service and my passport was delivered to me by courier within a few days! Great service!

Well, if she wants to go to France really badly then yeah, it's a crisis for her...but if it's your very first passport, then no, you can't. You can in the USA, not sure why the UK doesn't allow it.
