I guess s/he can fly as an 'Unaccompanied Minor (UM)'. You need to contact the airline.

The flight itself is not the problem. A 14 y/o child may use the unaccompanied minor service or travel completely unaccompanied. But you will have to make sure that he/she carries proper consent letters from both parents for the immigration in Canada.
