Mixed. Some people were obviously dressed up for some special occasion they were celebrating. However, tasteful casual would be okay. I would say that, for men, something like khakis with a button-up shirt or a golf shirt would be fine; for women, a lot of outfits would be okay, but not extremely short shorts and flip-flops, for example.
