I have been living on Whidbey Island for the last fifteen years and it never fails to amaze me how much fun Toby's is. I love all the chotskies on the walls (and the ceiling). Serving staff disorganized and slow. We had the salmon and chips. Tasted okay at the time but we woke up in the night with upset stomachs and gurgles tasting of old fish. We will not go back.

We ate at the bar because the place was packed. Still received fast service. The food was great! They specialize in mussels. We also had clam chowder, which was wonderful. There are a few tables by the window overlooking the water in back, and also overlooking the street in front. Definetly a local hang out!

If you want the best value for the best tasting mussels, you cannot miss Toby's. Yes-it's a bar with no admittance of minors. Yesterday we had an unbelievably delicious Ahi Tuna sandwich that melted in our mouths! Today went back and had a pound of mussels and Yummy!!! The best Penn Cove mussels ever!! Been here before and loved it and we still do!! Excellent food!

Hubs had the halibut and chips, I had grilled oysters-went early to avoid the crowds-still very loud, two TV's going, people yelling, pool table in the middle of the room-typical pub atmosphere-food was very bland-not much flavor. Slow service. Wouldn't return. My opinion is outweighed by the evidence that says a lot of people do like this place.

This truly a funky, old fashioned, wonderful place on the main street overlooking the water. Our group had mussels (fantastic), Ahi steak and salad (wonderful), and, fish and chips (great), plus a variety of local tap beers. All absolutely delicious. Our waitress was fast and effecient, the views of Penn Cove are great, what else could we want?

The food, view , and service were just great! I was expecting much more of the town. After a very short tour of it, we headed to Toby's for lunch, my disappointment of the effort I made to go to Whidbey Island greater than my appetite. However, the most incredible hostess and the most delicious fish sandwich wiped my disappointment... More
