Went there on advice of TripAdvisor Reviews. Small, very casual with annoyingly loud music playing. Wait staff was fine, but the food was not. The Happy Hour Empanadas were good, but the steak and pork entrees were average at best. The black beans with rice...were a nice surprise.More
Cesar's is in the same strip mall as the celebrated Enrique's, but deserves attention as well thanks to its great Latin-American cuisine. This is not Mexican food-- don't come here expecting tacos and chips. You come here to order dishes representing the cuisines of countries...like Cuba, Peru and Argentina. And they are pretty darn terrific! This is well worth the trip to PCH and Loynes. Have an empanada for us when you go there!More
Some time ago we spotted the Empanada signs. Only recently did we decide to try some. We selected the beef and potato empanada, and it was done to perfection. While we were eating we noticed that they had Kobe Beef Hamburgers. This was a must...for us and we were not disappointed. It will not be long before we return. Our server was the best.More

Having heard good things about Cesar's Bistro, my wife and I decided to try it for lunch today. She had Colombian Calentro (sp?) and I had Jamaican Tilapia. Both were outstanding. We also ordered a tropical empanada, which was also excellent. Interesting to note the...words "Cesar's Bistro" were embedded in the crust of the empanada. The food presentation was also great. According to our server, 80% of the restaurant's clientele are repeat customers. We will definitely be back.More
Dinner of Jalapeño Fingers, Caribbean Rice and a glass of Merlot "Lapostolle". $32.35.
The Merlot was mediocre at best, served in a water glass. Not at all worth the $9 price tag, maybe $3 max.
The Jalapeño Fingers were good but it is the first...time in my life experiencing jalapeños that were NOT at all spicy and they were not wrapped in bacon (as described in the menu on Yelp).
The Caribbean Rice was excellent, the accompanying Rustic Potatoes very good and not over salted but the Caribbean plantains were tasteless and had the consistency of cardboard.
The service was excellent and the waitress friendly.More
The place is small and cozy and the staff is friendly. I've been here several times trying a different meal every time. The pork, meat, chicken and rice meals are good. The arepas with chicken and ropa vieja are okay although I'd rather have the...food on top of the flat arepa than having a stuffed arepa. The Colombian empanadas are terrible: the corn dough is too thick and the Aji tastes like water. They should make fried yucca instead....more chances to get it right.
As for the breakfast arepa, I just wish they could make it with queso fresco (Mexican fresh cheese) instead of mozzarella cheese and oregano which have never been a staple of Colombian food.More
