There are good ice cream shops in Buenos Aires: Freddo, Persicco, Un'altra volta and Chungo. But I think Chungo has the best ice cream! I would recommend the "dulce de leche bombon" flavour. One of their shops is close to the Obelisco.

A great ice cream spot nicely located near one of the busiest Avenue in Belgrano neighborhood. The sitting area is rather cramped but the wide selection of flavors meets the best standards in the Argentinean ice cream industry and Chungo is one of the best. Chungo is one of the best ice-cream chain restaurants in Buenos Aires. It has a very wide variety of flavors and has lately included coffee and pastries to its menu . Chungo have good icecream. Period. A bit pricey but one get what one pay for. Its easy to chose between icecream places after a couple of months here in BsAs, price is now more often more than 100 ARG / kilo. I've just returned to Buenos Aires from a 15 day tour around Argentina. I owe Tripadvisor a BUNCH of reviews of the great places we ate, stayed and played. Great locations, nice food and awesome Icecream... I just love the ducle de leche mini cheesecake with passion fruit ice cream!! You'll love this awesome combination! If you're a chocolate fan I recommend the dark chocolate lingote... And don't forget to finish with a nice espresso!! ENJOY! Tip: They have free wifi too :)

The ice cream here is really creamy, and you can really taste the ingredients! Dulce de leche is great, as are the various chocolate options. But my favorite is definitely the maracuya mousse! The prices are on the high end for ice cream in Buenos Aires, but definitely worth it!

As one of the main commercial hubs of Buenos Aires, Belgrano has something for everyone. The myriad of shop windows in Cabildo Ave. will draw you in, but it is Chinatown — an area of no more than two square blocks — which will keep you hooked. Crowned by an ornate arch marking its entrance and filled with small stores packed to the brim, it is a place where color and scent emanate from every corner, particularly during the Chinese New Year when they spill over to surrounding areas. But if you prefer a quieter atmosphere, the residential quarter of Belgrano is the perfect destination. This section of town features some of the most magnificent mansions in the city, spread out on cobbled streets lined by tall, majestic trees: a true feast for the eyes.
