Small, intimate restaurant near the Governor's Mansion that resembles a ship inside. You know like during the turn of the century? (Think Titanic). Great food, drinks and thoughtful service. They also have an excellent brunch. Parking can be a problem and make reservations.

It's a nice restaurant with a clubby feel to it, so I'd recommend "dressy casual" or better, especially at dinner.
