They do ! Yes ! and nearly everywhere in Bucharest you can pay with Euro ! in worst case there is a 24h open exchange in the old town very close to the Restaurant

Hello, Sorry for the late answer. In Romania is forbidden to smoke in closed spaces, like restaurants and bars. So all restaurants are non-smoking areas.
