If you can't find a decent place to go as a tourist, you can try this place. The food is not bad and service is ok. The setting can be brighter as it seems to be getting old.

Our “fresh” spring rolls were far too dry... our Vietnamese crepe was extremely oily and they put the entire shrimps (without cleaning them!!!!), our grilled squid was over grilled and the supposed fresh passion fruit juice was not fresh at all but a pure supermarket...More

travel books recommend this restaurant, probably it is just a few minutes walk from Independence Palace across the street. However, this was not a good place to taste the local dishes, though it was presented so.

In terms of finding it , you should have no problem. All taxi drivers know where it is. The restaurant has menu so you can order without leaving your seat. But the food really is so so, and tourist prices are charged there.

Great Atmosphere, not at all formal. You do not go there to have a fast meal, so service is kind and friendly but not fast.
