Popped in here one hot afternoon for a couple of beers. Service was very friendly and prices good. There were a lot of what appeared to be locals enjoying themselves, so the atmosphere felt bubbling and fun.

This is on the lover level opposite the conference center of Alfandega. The owners and servers don't speak English but the menus are in English too. So ask them.
