This depends on where you are staying. We stayed opposite the beach overlooking La Perla. We did not need a car and really Donnista - San Sebastian is not that big that you need a car to travel around. We walked everywhere and arrived by Taxi from the airport. If you are coming by plane I would save the expense and just taxi in then walk everywhere. There are many tourist buses that will take you anywhere.
